PFA my story ‘Indian Army personnel being harassed and threatened by Manipur Police’

SYNOPSIS: Recently, we had come across a video clip that was uploaded on the X platform, where we could see a heated argument going on between men wearing khaki uniforms and men wearing the Indian military combat uniforms. This video clip was tweeted on the 16th of August, 2024, with the caption, “Indian Army personnel were harassed and threatened by Meitei Police in Imphal.”

To verify the claim made, we Google searched the keyframes that we had obtained using Invid- We Verify, and came across the same video clip being uploaded by the Ukhrul Times, the first local digital News web portal from Manipur covering the latest News from Manipur and the other North-Eastern States of India, on the X platform on the 02nd of June, 2023. This video clip was uploaded and then tweeted with the caption, #UTSnippet: Heated argument almost leading to upfront confrontation between #Manipur police and 37 #AssamRifles at #Sugnu Police Station occurred on Friday morning. Manipur police can be seen loading their guns in the video. The sharp argument reportedly was due to the 37 Assam Rifles blocking the main gates of #ManipurPolice at Sugnu PS under #KakchingDistrict #ManipurViolence.

Taking cues from our above finding, we then searched the net with significant key phrases that were connected with incident and came across the same video again being uploaded and posted by the Imphal Free Press, one of the two (along with Sangai Express) most widely read English- language daily published Newspaper in Manipur, on the 02nd of June, 2023, on Facebook. This video clip was uploaded and posted on Facebook with the caption, “Standoff between security forces as 37 Assam Rifles Block entrance of S…”, and with the following comment on it- ‘Tension erupted between Sugnu police and 37 Assam Rifles when the latter blocked the main gate of Sugnu Police Station and SDPO office on Friday morning. The Incident reportrdly occurred at around 8:30 am on Friday when three ‘Casspir vehicles’ loaded with Assam Rifle personnel, led by CO of 37 Assam Rifle Digvijay Ahlawat, came and blocked the main entrance of Sugnu Police Station and its SDPO office without informing the reason to the police station.’

Furthermore, we also got a confirmation from a police personnel stationed at Imphal Police Station, who after some enquiries, told us that there had been a confrontation between the Manipur Police and the 37th Battalion of the Assam Rifles on the 02nd of June, 2023, at Sugnu PS, when the latter had parked their three Casspir vehicles on the entrance gate of the police station, thus, blocking the movement of the police personnel of the police station. But, later on, when the OC of the Sugnu had said that an FIR would be lodged against the CO of the battalion of the Assam Rifles for blocking the main entrance of the State Police, the latter then left the place.

So, this proves that the Manipur Police of the Sugnu Police Station, on the 02nd of June, 2023, were involved in a heated argument with the 37th battalion of the Assam Rifles for blocking their entrance and exit gates with their armoured vehicles, and not with the Indian Army, which is, altogether, another force of the Indian Defence Forces.

The Assam Rifles (AR), with its Headquarter in Shillong (Meghalaya) and headed by an Army officer of the rank of Lieutenant General, was originally raised by the British in 1835 as the “Cachar Levy’ to protect the tea gardens and the fertile plains of Assam from the unruly tribals, is India’s oldest paramilitary force. It is one of the six central armed police forces (CAPFs), the others being the Border Security Force (BSF), the Central Industrial Security Force (CISF), the Central Reserve Police Force (CRPF), the Indo-Tibetan Border Police (ITBP) and the National Security Guard (NSG), whose administrative authority lies with the Home Ministry, while, its operational control is managed by the Indian Army. Its primary duty is to guard the Indo-Myanmar border and maintain law and order in the North-Eastern States of India and Jammu and Kashmir.

While, the Indian Army with its Headquarter in New Delhi is the land-based branch and largest component of the Indian Armed Forces. It was first raised by the Government of India in the year 1895. The President of India is the Supreme Commander, while the Chief of Army Staff is its professional head and is responsible for its command, control and administration.

Its primary mission is to ensure national security and national unity, to defend the nation from external aggression and internal threats and to maintain peace and security within its borders.

So, we see that the Assam Rifles is not a part of the formal army, i.e. the Indian Army, which comes under the Defence Forces of India and looks into the external security. It is one of the six central armed police forces (CAPFs) that works under the Ministry of Home Affairs. Its primary duty is to guard the Indo-Myanmar border and to maintain law and order in the North-Eastern States of India and Jammu and Kashmir.

So, after all the research and investigation, we have come to this conclusion that the claim made of the Indian Army being harassed and threatened by the Meitei Police would be completely wrong, as the confrontation that had occurred at the Sugnu Police Station on the 02nd of June, 2023, was between the Manipur Police, stationed there and the 37th battalion of the Assam Rifles. And, the Assam Rifles is not a part of the Indian Army, even though its operational control is managed by the Indian Army.
